[CAP] Presidential CAP questiion

Additionally, just this last August there was an accidental EAN  
transmitted in Chicago and propagated through parts of the Midwest.   
There was no text to that one per-se, although the automatically  
generated crawl for TV is reported to have read "The emergency action  
notification network has issued an emergency action notification for  
the United States."  Again, an EAN isn't really a message in itself  
as much as it is an announcement of an impending broadcast of  
indeterminate length.
