That is, of course, much more a political question than a technical one.  CAP treats priority as an attribute of the message, not of the sender.  (In addition, CAP unpacks the traditional vector notion of "priority" into a three-dimensional space bounded by Urgency, Severity and Certainty.)

But what we're talking about here isn't so much a matter of priority as it is a claim to a privilege of preemption.  Such a claim can be instantiated technically, but I don't think it can be either justified or refuted in technical terms.
