[CAP] CAP / OASIS notification for Amateur Radio Repeater Application

I hate to bother you but I'm interested in finding out more about the OASIS
program that uses the CAP XML warning messages to broadcast or notify of
warnings. There was alot of talk about NOAA using it to announce warnings, as
well there appears to be some discussion regarding it's use in Homeland
security. I am on the Board of Directors for an Amateur Radio group in
Portland (www.arrg.org) who has a significant %age of the population covered
(radio repeater wise) and we would like to look into leveraging the OASIS/CAP
Alert system as a mechanism to broadcast warnings on our local Amateur Radio
Repeaters if appropriate. This repeater is tied via Internet and uses IRLP
(www.irlp.net) protocol to link repeaters together and if there was a
mechanism to acquire the XML warnings, these alerts could be automated and
leveraged for warning of Amateur Radio Ops in Oregon and SW Washington.
I would like to leverage the XLM rather than putting another radio with the
early warning system into place to broadcast warnings.
I got your name from the PPW web site regarding general public warnings and
was hoping you could point me the proper direction.. I am a Sr.. software
architect at Intel and what I'm really looking for is finding out how I go
about acquiring these alert messages. My plan was to leverage the already
internet connected solution we are running. This software system, once
written could easily be re-distributed thorough the though the irlp system
(www.irlp.net). If you go to the web site, you'll see how many repeaters are
currently online in the use (currently at 3:00pm on 28th, there are 776
online)
I was reading the CAP list and noticed that PACBELL (efraimp at pacbell.net)
recently put a system online.. I have copied them to see if there is someway I
could get further information regarding how I would go about acquire the
notifications.
